Because I consider .Net to be an optional Windows components. But
while that may have been true in the XP or older days it does not
seem to be nowadays.

So I'll send a patch adding a todo.

Esme, is this hard to fix?

There are some missing 64-bit registry settings causing
obtain_user_agent() in urlmon/session.c to not include .Net in the
64-bit user-agent string.

misc.c:1527: i=1 Mozilla/4.0 (compatible; MSIE 7.0; Windows NT 6.1; Win64; x64)

instead of the following in 32-bit:

misc.c:1527: i=1 Mozilla/4.0 (compatible; MSIE 7.0; Windows NT 6.1; .NET CLR 2.0.50727; .NET CLR 3.0.30729; .NET CLR 3.5.30729; .NET4.0C; .NET4.0E)
