Summary since last release
* Rebased to current wine 6.19 (627 patches are applied to wine vanilla)

Upstreamed (Either directly from staging or fixed with a similar patch).
* include: Add SPSTREAMFORMAT enum values.
* wininet: Set context length for http status 403.
* wininet: Allow up to 4K for data buffers.
