Small changes to Rebar.c

Thanks to Michael Stefaniuc, he pointed out another program that uses
ComboBoxEx (and Rebar). It is WinRAR. And sure enough it found poorly
implemented items in both. This patch allows WinRAR draw better, but it
is still not right. I have started on version 7 of Rebar to see if I can get
closer to the native actions.

      - Notify parent of child size changes when changes are from WM_SIZE
messages.
      - If more than one band exists, then first band may have a gripper.
      - Fix the band layout algorithm to handle some issues from WinARA.
