fix for Lawson's CLOCAL problem

As Lawson found, fds were sometimes opened with blocking i/o, which is
not what we want when using overlapped I/O.

 Open serial ports with O_NONBLOCK if FILE_FLAG_OVERLAPPED is
specified.
