SHLWAPI pre-update updates

   Add exclusion defs & remaining funcs, remove internal types &
obj_base.h
   (Sync with win version)

   PathFindOnPathAW was declared twice

 * dlls/shell32/shellpath.c dlls/shlwapi/path.c
   PathFindOnPathA/W were declared incorrectly

 * dlls/shlwapi/reg.c
   Fix SHRegQueryInfoUSKeyA/W, SHSetValueA/W, SHQueryValueExA/W,
   SHDeleteKeyA/W, SHDeleteValueA/W return types

 * dlls/comctl32/commctrl.c dlls/commdlg/filedlgbrowser.c
   dlls/richedit/richedit.c dlls/shell32/clipboard.c
dlls/shell32/shellord.c
   dlls/shlwapi/ordinal.c dlls/shlwapi/shlwapi_main.c
dlls/shlwapi/string.c
   dlls/shlwapi/url.c dlls/wininet/http.c dlls/wininet/internet.c
   Change users of shlwapi.h to compile with updated header. Add
stdlib.h
   where needed now that wine/obj_base.h is not included.

  * dlls/shlwapi/shlwapi.spec
    Add new stub MLLoadLibrary
