LHashValOfNameSysA

Hi,

This patch implements LHashValOfNameSysA for some LCIDs, moving it out from
stubs.c, and fixes its prototype in oleaut.h. I put it into a new file since
its not a stub aymore, and the tables required by the hash will be quite large
when the rest of the LCID's are implemented.

I've tested it with syskind for Windows and Mac, and all possible string
characters, and it returns the same hash as Windows in each case.
