DDEML overhaul

here's a first shot at an in depth revisiting of the DDML library
I've got lots of functions running now (of course, from the same
process)
interprocess DDE will still require some work (starting with window
handle
sharing across processes), so don't hold your breath on the full DDE
support (and furthermore the DDEML)

the new code is based on:
1/ the work from Corel
2/ some new stuff i've rewritten

the patch also splits in dlls/user:
1/ the DDE only stuff (in dde.c)
2/ the DDEML only stuff (in the ddeml subdir)

after applying the patch, the files ddeml16.h and ddeml.c must be
removed
