A little bit of urlmon.dll

Hi,

this implements some very basic functionality of urlmon.dll, and more 
importantly defines the IBinding and IBindStatusCallback interfaces.
Please don't hesitate to tell me if anything is wrongly implemented or 
written in "the wrong" style, as I'm not (yet) really familiar with wine.
One special question I have is about the static wide char constant in umon.c. 
Is there an easier way to do it? :)
