RESEND: Allow new window owner to be parent

I found this while looking for a regression with Outlook Express. OE does a
CreateDialogParamA with the owner field set to the current window. This used
to work, prior to the patch to "Store in the server all the window info... "
(01/10/22 15:08:34). After that patch I get a dialog box saying it is not
installed properly.

There is still more issues to be found - still does not work the same as
prior to patch.
