More Toolbar changes (part 2)

This fixes the IE4 and IE5.5 "favorites" hot item tracking. The
NM_CUSTOMDRAW notifications are what drives the blue background for the
"hot" item. It also is supposed to drive the folder arrow drawing. However
in both the native control and this patch those folder arrows are drawn as
bold character "8". But at least the builtin is working as badly as the
native.
