FIX: Another update to tools/wineinstall

Sorry for posting the whole file again, im at school
like I said...

Anyways, I had problems running wine after installing
20020411 (my last update was sometime back in january)
...

It would compile and install fine (after my previous
patch)

but 

no matter what i tried to run, it would tell me that
libntdll.dll.so couldn't be found...

after a little searching and playing around, I figured
out that it was because $libdir/wine wasn't in
ld.so.conf and ldconfig hadn't been run.  SO...I put a
check for $libdir/wine in ld.so.conf and if it wasnt,
it gets added and then ldconfig gets run.  Else,
things go as before.

and again, im sorry for posting the whole wineinstall
file but its the only way I can right now...
