GlobalAtom* 16 bit DLL separation

I not really sure if this will be strictly nessary.

However the fact that a 16 bit DLL "forwords" to
functions in a 32 bit DLL disturbs winapi_check
these is the only exceptions AFAICS.

Alternatively we could add a forward to 32 bit 
function directive for 16 bit .spec files...
