wininet: InternetAutodial patch

Hi,

This small patch provides a simple implementation of InternetAutodial. On 
windows this function is used to dial out to the internet using the default 
internet connection. We don't want Wine to really dial out so we only return 
TRUE. Not sure how the less hacky function needs to be implemented. Likely we 
need to check somehow if we are connected. (pinging? but to what host?)
