PATCH - Fix for missing non-win32 api imports in shlwapi

I guess I could have really tried to do it better but this will work.
License is LGPL as I just copyed it from user/wsprintf.c.

Changelog:  Removed export of wvnsprintf(A/W) from user32
		Implemented string functions from user/wsprintf.c
