Toolbar changes

This (along with pager.c change) seems to make the Favorites menu dropdown
work better. Note that the selection is still wrong. Native does blue
background highlight and we "raise" the button. Also native drops down
folder contents when highlighted. (sigh)

   - Implement CCM_{GET|SET}COLORSCHEME.
   - Implement WM_NOTIFYFORMAT and correct
     passing WM_NOTIFY with correct message call.
   - Ignore PGM_FORWARDMOUSE like native.
