PATCH - an end to the lack of ftruncate support

A bunch of stuff in port.h has changed so I don't know how much of a
pain it will be to do this. I did a minor change to my port.h as a
result. Please advise if I need to change anything else.

Changelog: Check for and use chsize instead of ftruncate if present.
