Update 'IMPLEMENTING A NEW DLL' in DEVELOPORS-HINTS

The attached patch updates Step 3 of 'IMPLEMENTING A NEW DLL' in 
DEVELOPERS-HINTS with the correct files (and sections of those files) 
to be modified.
