Update to reporting bugs sgml

This is an update to the Reporting Bugs section of the wine users guide 
that has bothered me fo a long time. I have rearanged the Reporting Bugs 
section of the users guide to  reflect the current state of bugs. In the 
past most bugs were crashes and the document reflected that. Nowdays 
more bugs are of the type that the last 100 lines of a -debugmsg +relay 
won't help.  I have divided  it up into two sections. The first is "All 
bugs" and deals with issuse relevant to all bugs. The second section 
deals with crashes. This section is still divided into the "Easy" and 
 "Hard"  ways but I have attempted to make the "Hard" way a little 
easier to understand.

By the way my many thanks to Vincent,  Dustin et al...  for helping me 
to actually build the documentation. Being able to see the results of my 
changes really helps. <grin>
