wine/dlls/avifil32: new functions, stubs, ...

Hi.

I have prepared the current avifil32 implementation to use the COM
interface as needed.

- Move the API into a new api.c file.
- Added IClassFactory implementation (in factory.c)
- Added IPersistFile implementation to the AVI-file handler.
