Sync (62): include/winnls.h

Hi,

This is the start of a set of patches improving support for the NLS
API. This first patch just updates winnls.h to include recent NLS
additions.

    Add some new types and functions.
    Remove ITU_IMPLEMENTED_TESTS, its not part of the Win32 Api.
