Remove "debugmsg" from winedbg help screen

Winedbg states you can use a debugmsg command in its help screen, but
attempting to use it produces parse errors, and grepping the source
appears to show the command has no effect. If that's the case and I
haven't misunderstood, this patch removes it from the help screen.
