implementation of start - good enough

This seems to work, and is fully compatible with
the start.exe in windows.  The double-spacing in the
usage message goes away if you apply my wrc patch.
Not so sure if I got the internationalization right,
but that can be fixed up later.
Any options people miss from cygstart can also be
added later; I just did the ones from windows start
(plus /L to display the license, per the LGPL).
