Disable dga in wine's config file

Some people are foolish enough to run Wine as root. In Wine's default config 
file, DGA is enabled. Since DGA is unsecure, unstable and not working for a 
lot of apps/games it can cause troubles. It is better to disable it defaultly 
to save a lot of problems and questions.
