netapi32: use iphlpapi

Unzipped resend of a prev patch.  ChangeLog:  uses
iphlpapi to enumerate LAN adapters.  Adds names to
NetBIOS transports, eliminates loopback adapters from
enumerated LAN adapters, and implements a few new
tests.
