Improved msrle32 library

Hallo.

A new patch which fixes the following issues:

- Fixed end flags while encoding -- only EOI instead of EOL and EOI.
- Fixed 4-bit RLE encoding of keyframes.
- Fixed signed/unsigned mismatches.
- Added some missing const's.

Non-keyframes for 4-bit RLE-encoding will come later.
