wsock32: use iphlpapi

ChangeLog: changes wsock32 to use the new iphlpapi for
interface and route enumeration in WsControl.

Behavioral changes:
- loopback interfaces no longer appear in
winipcfg.exe.  This is deliberate, they don't appear
in Win9x either.
- virtual interfaces do appear in winipcfg.exe.

Advantages are consistent behavior w/other DLLs,
isolate platform-specific enumeration code to fewer
files, and fewer preprocessor tricks in socket.c :)
