netapi32: use iphlpapi

ChangeLog: changes NetWkstaTransportEnum to use
iphlpapi.dll.

Incorporates changes from this patch, plus cleans up
compiler warnings:

Behavioral changes:
- no longer includes loopback interfaces in enumerated
transports; WinNT doesn't either
- adds a name to each of the returned transports
