winsock: use iphlpapi

Dangit, forgot the patch again.  I need to stay away
from the wine *ducks*

Removed C++-style comments.  Supercedes:
http://www.winehq.org/hypermail/wine-patches/2003/05/0071.html

ChangeLog: uses iphlpapi to implement
SIO_GET_INTERFACE_LIST in WSAIoctl, and corrects
iiFlags entry in the returned interface list.
