netapi32: implement Netbios()

Apologies for the size of the patch, I didn't see any
useful way to shrink it.

ChangeLog: implement rather a lot of Netbios()

I could say a bit more than that, but it wouldn't mean
much to most people.  Where there was nearly none, now
there is some.
