[Comctl32] Fix header control

This patch implements HEADER_SetBitmapMargin and HEADER_GetBitmapMargin.
It also fixes the drawing of images from the imagelist, an image from
the imagelist behaves like a bitmap so it must support the
HDF_BITMAP_ON_RIGHT flag.

  * Get rid of some magic numbers in HEADER_DrawItem
  * Fixes the drawing of images from imagelist when the
HDF_BITMAP_ON_RIGHT flag is set.
