Remove documentation/installation-und-konfiguration.german

Hi,

I think it's time we remove this file. First, the installation
and configuration are in flux, and bound to change in the near
future. Second, the README should contain enough info to install 
and run Wine, so if anything we need a README.de file. Third, as 
a matter of policy, we can not simply accept random bits of 
documentation in any language. We already have insurmountable 
difficulties maintaining what we have. If we are to accept 
translations, they should be translations of existing documents.
We have a structure for the documentation (and a lot of work has
been put into it), and we should follow that consistently in
our i18n work. If we don't, it's not a translation, it's another
document.
