properly handle W->A conversion of CryptEnumProviderTypes

This patch enables CryptEnumProviderTypes to handle the different
possible states of pszTypeName and pcbTypeName.  The old version will
only work when converting from unicode to multibyte, so this will help
with the A/W cross call cleanup I will be writing shortly hereafter.
If there aren't a lot of complaints about this patch, I'll write the
other W->A conversions in this manner as well.
