winmm - (resend with correction) add a check for real drivers

As Filip pointed out RegCreateKey should always work or else we have bigger issues. Use RegOpenKey
to check for the software and hardware drivers

Changelog:
When checking for Wine WinMM drivers in the registry add 
a check for low-level [hardware] drivers if there are no 
Wine drivers detected.
