[dx9-18] Texture and Render states

This 'small' patch copies the d3d8 level render and texture state code into
wined3d and calls it from d3d9. Note I have not made any effort to look at
the d3d9 differences (eg. New states or changes in behaviour). I am trying
to work towards code which starts to display something, then worry about
extra differences.

Changelog

- Add {G,S}etRenderState and {G,S}etTextureStageState support, and ensure
the stateblock is fully populated at device startup.
