Check the ReactOS or w32api DDK. Its public domain.

kernel32 can't be a dependancy on ntoskrnl. We are going to need to redesign Wine if we are going
to have a ntoskrnl implementation.

We need to either duplicate or move the version code in to ntoskrnl.exe.
