INI File Processing Improvements (take 3)

Hi,

Almost the same as last INI patch sent, but with a one liner that fixes
and infinite loop on files ending with whitespace.

Changelog:
- Use Win32 instead of Unix file functions
- Process files fully in Unicode
- Add Unicode file detection
