Tooltips: Fix Unicode Detection and Implement TTN_GETDISPINFOW

Hi,

This patch changes unicode notifications from being global to the
tooltip control to being local to each tool. This makes more sense as
each tooltip tool can have a different window to send notifications to
and appears to match what native does from Spy++ traces. I have also
implemented the TTN_GETDISPINFOW notification.
