[Kernel32] remove duplicate codes

Hi,

 Changelog:
  - remove duplicate code (between kernel/ntdll, call to wineservers) by using 
Nt* functions on Kernel (PulseEvent, ResetEvent, SetEvent and 
CreateSemaphore)
  - add necessary protos in winternl.h (NtPulseEvent, NtResetEvent)
