wine/dlls/d3d8/device.c cleanup

Hi, just been reading the file and found some mess that looked like worth 
changing. 

Changelog:
	hatky <hatky at users.sf.net>
	tabs -> spaces (the cause of the bloated file)
	#if 0 to #if define(_extra_traces)
	some bunched if else to switch case
	ERR messages for implemented items when compiled without needed extention
