Toolbar: Drag Customise

Hi,

This patch implements drag customise support for toolbars. It includes a
cursor used during drag customisation (a hand surrounded by a dashed
rectangle) and also implements a message needed for drag customisation -
TB_MOVEBUTTON. This patch also fixes sending TBN_TOOLBARCHANGE is the
right places and TB_DELTEBUTTON should send TBN_DELETINGBUTTON.
NM_LDOWN is removed from the TODO list as it doesn't exist.
