Hi,

 Changelog:
  - fix cRef Leak (init to 1, should be 0) of IDMPerformance 
  - SendPMsg implementation
  - begin of Performance Processing queues impl

Todo: 
 - Implements *Time* functions (i need some help to understant 
Time/IReferenceClock management, who can help me to implement it ?)
 - impl of processing loop (in special thread)
 - impl of SegmentState processing (in process loop)
 - thread safe all queues accesses
