libs/port - Interlocked* functions for the Alpha

Hello,
This patch never made it in before and its been sitting around one of
my trees for a while. With Alpha being mostly dead I can see why maybe
we dont want to pollute the tree with it but in case anyone is
interested in trying to revive a dead platform or wants to port WINE to
another CPU this should work anywhere if you just change the __ALPHA__
macro to match your target CPU. I tested building on i386 and WINE
still works but I didnt have any real test for the interlocked
functions handy but I guess it should work on Alpha. I kind of
understand what the interlocked functions are supposed to do and think
it should work but have no real understanding of pthreads so I am not
sure.
