sysmodal msgbox patch.

This patch doesn't really make anything appear different, because SetWindowPos
doesn't do anything when HWND_TOPMOST is passed.
But it eliminates a fixme, and once HWND_TOPMOST is implemented, sysmodal boxes
will "just work".
If there should be a fixme it should be in SetWindowPos, not in MessageBox.
