windows/winpos.c : fix a window problem

I found it:
MinMax.ptMaxPosition.x = -xinc;
MinMax.ptMaxPosition.y = -yinc;

It means that the top left point will be out of the screen, doesn't it ?
Why ?
What I send you is probably not correct but it fixes a window problem  ( 
but not all problems I have :( )
