[dx9-15] More functions moved

[Ann and Jason Edmeades]

This moves more functions across, adding yet more support from d3d8 into
wined3d and calling from d3d9. As before, d3d8 cannot support these changes
yet (Basically until the whole of the state support is implemented I cant
change d3d8).
