cards.dll - merge from ReactOS

Hi,

This implementation of cards.dll does not show the problems that have
been reported on the mailing list. You can compare the results by using
the Solitare.exe replacement from

We should have sent this sooner but when Filip developed this we did
not have a LGPL compatible set of card bitmaps.
