Winsockise Wininet when building on Mingw

Hello,
I dont like this and I know you dont either but its the best way I
could do it without touching the code. There is a bug in mingw in that
it defines timeval in sys/time as well as winsock. I guess its for
people that want to port Unix apps but not include all the socket stuff
so we have to work around that.
