Almost complete UpdateResource implementation [3rd patch]

Modified (again) as per Alexandre's comments:
- GlobalAlloc for the returned handle (not internal list of resources)
- Removed list of currently started updates

The only missing part is for EndUpdateResourceW, but I'm reading
documentation on PE sections and hope to send something soon.

Changelog:
Implement BeginUpdateResource and UpdateResource.
Stub out a bit more of EndUpdateResource.
