Correct ConvertSidToStringSidW with test

ConvertSidToStringSidW was incorrect for low-value
authorities; it put spaces in the resulting string. 
This corrects that, and includes a test case for it.

ChangeLog: correct ConvertSidToStringSidW for
low-value authorities, and add test for it.
