[dx9-3] More directx functions merged

Changelog

Move some of the screen mode related functions into wined3d and add untested
support for the new d3d9 options of providing the format to some of the
calls.

PS Let me know if there is any problem with the format of this patch - Since
the dx2 isnt comitted, I used diff -u3 from a backup copy of the
directories. Since this is likely to occur many times, it is probably best
to let me know if you would prefer other steps
